From Council Member Alcorn in at-Large 5: 


Houston City Council and city departments are currently analyzing how to spend the city’s $5 billion operating budget. Of this $5 billion, roughly half is the tax-supported (property and sales tax) general fund. The other half represents enterprise funds - city operations supported by fees and charges (water, sewer, streets, drainage, airports). The city has a separate capital budget which will be adopted this summer. 

This fiscal year, Houston City Council will face a tough budget process due to current economic conditions caused by COVID-19. While the operating budget is the most significant legislative measure passed by council, there is very little public engagement in the process. By completing this survey, you are helping me understand how you want your tax dollars prioritized for spending. The survey focuses on tax-supported general fund spending.
